The mark consists of the design of a star in shades of gold and yellow in the middle of a circle which also includes a stylized depiction of the downtown City of Houston building skyline; the sky behind the skyline is in shades of yellow, the skyline itself is in shades of orange which fade to blue at the bottom of the stylized circle. Surrounding the stylized circle is a white circle within which is the phrase "PLANS OF ACTION" curved at the top in a stylized blue font and the term "HOUSTON" curved at the bottom in a stylized blue font. Between the two wordings are curved blue arrows on either side of the white circle which point up towards the stylized wording "PLANS OF ACTION" and down towards the stylized word "HOUSTON". The border of the white circle appears in yellow, orange, blue, and gray all of which fade into each other.
