Inside the top left of the shield is a bell with a crack in it. In the middle of both the polygon and the shield is an industrial building with a ribbon on the bottom. In the middle of the shield is a shaded rectangle in which the building goes through the middle with the number "19" on the left side and the number "71" on the right side.
