The mark consists of two concentric circles. The inner circle has alternating red and white stripes flowing in a left to right upward pattern. There are five red stripes and four white stripes. The letters "CN" in blue appear in a left to right downward diagonal pattern over the red and white flag pattern. The outer circle is medium to dark blue. There are ten white pentagrams that appear in the blue field five centered around the top edge and five centered around the bottom edge. A jagged gold bordered edge surrounds the outer circle with a small inner field of dark blue. Golden eagle wings appears on each the right and the left of the design and a gold leafy vine emanates from the bottom center of the design out toward the right and left.
