The mark consists of designs in the form of a heraldric crest. In the center of the mark, there is an octagon-shaped seal bearing the letters "H.P.I.", designs of two hands holding a bowl and spoon respectively over a cauldron, a fire below the cauldron, and a banner featuring the Latin "SEGES VOTIS RESPONDET". Above the octagon, there is a pillar with a sphinx on top and the year "1795" contained within laurel. Below the octagon, a placard set into the filigree below the seal features the Latin "CONCORDIA DISCORS". Designs of crocodiles hang on to scrollwork shapes emanating from the edges of the octagonal seal.
