Inside the outer ring, is a chain ring within which is an eagle, wings spread open, which clutches a horizontally-oriented anchor with a rope attached thereto. The head of the eagle is turned to one side. The exposed chest of the eagle has the shape of a shield with vertical stripes. A series of alternating long and short lines emanates from the head of the eagle.
