The circular design is red, and contains within it, a white globe with black parallel lines and outlines of the continents in yellow, a yellow bald eagle outlined in black perched atop the globe, and a yellow anchor and yellow anchor rode positioned partially behind the globe, with the white and black anchor rode wrapped around the top and bottom of the anchor.
