The mark consists of a design shaped like a badge. The top of the badge appears as an eagle's wings forming the top of the badge. Below the eagle's wings appears a cartoon otter wearing a hat, conservation officer's uniform, badge, tie, and pins. About a third of the way down the badge appearing from left to right is the word "PENNSYLVANIA." The word rises in the middle and falls on the left and right. The center of the word is obscured somewhat by the Otter's hat. Below and around the otter in a semicircular fashion on the badge appear the words "CONSERVATION OFFICER". The words begin on the left and move downward and to the right to the bottom of the semicircle, and then upwards and to the right along the badge. Below "CONSERVATION OFFICER" on the badge appears the words "WCO OLLIE OTTER". And the bottom of the badge appears below "WCO OLLIE OTTER" in ornamental detail.
