The mark consists of a cartoon character of an older man with a longer torso and shorter legs, wearing an army general's uniform. He stands erect with his right hand in his suit coat pocket and his left arm extended out to his side with his left hand making a pointing gesture. His uniform is green with gold trim, buttons and epaulets. The suit coat is buttoned. He is wearing a white shirt and a black tie. There is a red, white and blue ribbon with dangling gold medal pinned to the left breast of the jacket. He is smoking a brown cigar with a red ash, clenched between bright white teeth, which appeared to be faintly smiling. His skin is tan. His face has high cheekbones, a brown handlebar mustache and thick brown eyebrows, brown forelock and temple hair, and sideburns. The tip of his nose appears to rest on his mustache. His eyes are black and white and pointing to the character's left. The space between his eyes is exaggerated and appears flat. On top of his head, there is a military style uniform cap with black bill and gold trim. He is wearing black, calf-length boots with rather large feet which are splayed.
